Dear Economic Development Partner,

As you are aware, during the first half of FY16 WEDC underwent an organizational review to ensure our internal operations are structured in a way that most effectively helps to achieve our mission to advance and maximize opportunities in Wisconsin for businesses, communities and people to thrive in a globally competitive economy. This exercise was guided by the Center for Regional Economic Competitiveness and resulted in feedback highlighting areas that were working well, and in many cases "best practices", as well as provided some recommendations in which WEDC could provide improved customer service while maintaining high levels of transparency and statutory compliance.

One of these recommendations that WEDC will be implementing on July 1, 2016 is the process by which we approve awards, changing the effective date of the award from the original decision date to the contract execution date. Not only is this shift in how we administer our awards suggested by CREC, but it also aligns with a culmination of recommendations made by LAB and WEDC internal staff. This is a positive change for WEDC and another example of our continuous process improvement.

What this change means is that, effective July 1, 2016, an award will not be fully approved until the contract is executed. Any awards that are not approved by June 30th will be subject to the new awards administration process. WEDC staff from across all divisions are working on necessary workflow changes to Salesforce and the corresponding procedures. The underwriting, approval, and contracting steps largely remain the same, but there are changes to when those steps are performed and we will be adding improvements into the process.

During this transition, our externally-facing staff will be working closely with you and any clients that have projects in the pipeline to ensure as little impact to their timelines as possible. WEDC is scheduling an internal Management Review Committee meeting, as well as an Awards Administration and Board Meeting at or near the very end of June to ensure projects that need to be approved in FY16 can be accommodated.
