Legislatve Update, July 2014

July 2014 WEDAwire Legislative Update

Even though this past legislative session was extremely productive, with the passage of three key WEDA legislative priorities, the Hamilton Consulting Group is working diligently to ensure that WEDA remains an important, as well as strategic, economic development voice. That’s why Hamilton has already positioned WEDA’s government affairs activities during these summer months with key members of the administration, the legislature and state agencies. 

Concurrently, Hamilton is providing direction to WEDA’s Legislative Committee as it formulates the 2015-2016 Legislative Agenda. To date, various policy and program-related ideas have been discussed, and during the coming months those items will be vetted, accordingly.

On that note, here’s a quick snapshot of the topics that will likely be included in the 2015-2016 WEDA Legislative Agenda: advancing a workforce training account bill; introducing policy recommendations that address talent retention / recruitment strategies, as well as alternative economic development (success) metrics; exploring potential broadband deployment solutions; introducing a statewide capital lending pool; and responding to emerging economic development program or policy changes that surface from elected and non-elected sources. 

As always, WEDA members are encouraged to offer suggestions and to forward relevant research to Hamilton and/or members of the Legislative Committee.

Governor’s Council on Workforce Investment

Earlier this month, the Governor’s Council on Workforce Investment (CWI) held one of their final meetings before issuing the final Strategic Plan for Wisconsin’s workforce investments. CWI’s workforce recommendations are scheduled for release in September 2014.

Legislative Council Study Committee on Review of Tax Incremental Financing

A week ago the first Study Committee on TIF Review was hosted by the Legislative Council. In addition to conducting a comprehensive review of TIF and its impacts, the committee is also charged with recommending appropriate TIF changes when/where appropriate. The committee, which is chaired by Senator Gudex and vice-chaired by Representative Loudenbeck, includes participation from Senator Jauch and Representatives Kuglitsch, Ohnstad, and Zepnick. WEDA’s representation on the committee is strong and periodic committee updates will be shared with the WEDA membership, accordingly.
