March 2014 Legislative Update

The recent passage of the Tax Credit Transferability and TIF Enhancement bills are excellent examples of how your engagement makes a difference and portrays WEDA members as a valued voice on economic development issues. Events like WEDA’s annual Legislative Day help to build relationships with legislators and advance important pieces of economic development legislation. As the latest legislative session comes to a close, it is important to highlight WEDA’s accomplishments and refocus on future opportunities.

WEDA Legislative Day

Economic development specialists from all around the state attended WEDA’s annual Legislative Day on Tuesday, February 11, to discuss Capital Lending, TIF Enhancement, Tax Credit Transferability, Workforce Training and other initiatives on WEDA’s 2014 Legislative Agenda. Legislative Day attendees heard from Jeff Mayers, President of WisPolitics, about the 2014 election prior to visiting legislators and from the Governor’s Chief of Staff, Eric Schutt, during an end-of-the-day debriefing.

Tax Credit Transferability

The Senate and Assembly approved SB 449, which authorizes the Wisconsin Economic Development Corporation (WEDC) to approve transfers of economic development tax credits between eligible taxpayers. The bill moves on to the Governor’s desk to be signed into law. To maintain relationships and show your appreciation, consider sending a thank-you note to your local representatives for voting for this key piece of legislation.

TIF Enhancement Bill

Senate Bill 252, including an Assembly amendment, passed the Senate on Tuesday, March 11. The bill moves on to the Governor’s desk to be signed into law.

DWD Fast Forward Roundtable

WEDA continues to work with agency personnel and the legislature to implement a workforce training account concept. To promote these ongoing discussions, the Department of Workforce Development (DWD) is hosting a roundtable for WEDA members to discuss the Fast Forward program. This is an excellent opportunity to provide your Fast Forward program feedback to DWD directly. End of Legislative Session
